Attribution based on Baccarat pieces with similar pattern and similar stopper.
Condition:
Excellent.  Most of the middle ruffles around the bowl has roughness and a few chips, it appears this was set into something that was rubbing against it.  Difficult to see except on close examination, still a magnificent piece.
